Zoe is a graduate of University College Dublin and The Honourable Society of King's Inns, Zoe is admitted to the Roll of Solicitors by the Law Society of Ireland. She is fluent in Cantonese and English.
Zoe is a Partner with extensive experience in advising Irish and international clients across immigration, investment, conveyancing, commercial and corporate matters, and litigation. Zoe has particular expertise in advising high-net-worth individuals, investors, and businesses—especially Chinese clients—on Irish immigration and investment strategies, including both project and client-side work in relation to the Immigrant Investor Programme (IIP).
She also advises on residential and commercial property transactions, as well as corporate and commercial matters for businesses establishing or expanding in Ireland, and provides commercially focused advice in litigation.
Zoe is the only Chinese-speaking solicitor in Ireland who has both studied and qualified in Ireland, offering clients a unique combination of local expertise and cultural insight.Partner
Jonathan Cosgrove is a Partner with extensive experience in general practice, advising clients across conveyancing, immigration, family law, litigation, and the administration of estates.
A graduate of University College Dublin, Jonathan was admitted to the Roll of Solicitors in 2007 and has since built a broad and trusted practice acting for both private and business clients.
Jonathan has particular expertise in residential and commercial conveyancing, acting for purchasers, vendors, and lenders, and is known for delivering efficient, solutions-focused advice throughout transactions. His practice also encompasses family law and probate matters, where he provides clear, pragmatic guidance to clients navigating often complex and sensitive issues.

Aidan Stapleton is the founder of the practice which was founded by him in 1983. After 40 years in practice and at the helm, Aidan acts in a consultancy capacity and passed the baton to Jonathan Cosgrove and Zoe Lo who now continues to develop the ethos
He has gained a wealth of experience over four decades having specialised primarily in litigation in the area of personal injury work on behalf of plaintiffs. Having also represented the interest of a major insurance company in Defendant litigation, he has accumulated invaluable expertise and insights in all aspects of litigation.
Consultant Solicitor
Qualified as Solicitor in 1979. Worked in general practice law firms in Liberty Hall, Dublin and in Tipperary before setting up his own successful general practice law firm in Merchants Quay Dublin in 1984. Moved practice to Capel Building, Mary’s Abbey in 2008. Extensive litigation experience which he continues to apply to current cases.
Office Manager
Fiona will probably
be your first point of contact when you reach our offices. A graduate of both
Science UCD and the Marketing Institute of Ireland, Fiona has been associated with ATS for
many years, marketing our firm and finally stepping into the position of Office
Manager 10 years ago. Fiona also holds an Advanced Diploma in Immigration and
Asylum Law from Kings Inns.
Legal Executive
Shauna supports the firm across a range of practice areas, including conveyancing, probate, immigration, and general practice matters. She works closely with solicitors on residential and commercial property transactions, as well as in the administration of estates, ensuring matters are progressed efficiently and clients are kept informed throughout. Shauna is currently preparing for the FE-1 examinations with the Law Society of Ireland while working full-time, demonstrating a strong commitment to her professional development and a career in law, and is known for her organised, detail-oriented approach and her ability to support clients and colleagues in a responsive and reliable manner.
Legal Executive
Jane Zhang is a Legal Executive supporting the firm’s immigration practice, working closely with Zoe in advising private and corporate clients on a range of Irish immigration matters. She has experience assisting with visa applications, residency permissions, and investor-related immigration processes, ensuring applications are prepared thoroughly and progressed efficiently. Jane is fluent in Mandarin and English, enabling her to effectively support Chinese clients navigating the Irish immigration system, and is known for her внимательность to detail, responsiveness, and client-focused approach.
